liblocale-subcountry-perl software package provides module for converting state/province names to/from code, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install liblocale-subcountry-perl
liblocale-subcountry-perl is installed in your system.
Make ensure the liblocale-subcountry-perl package were installed using the commands given below,
$ sudo dpkg-query -l | grep liblocale-subcountry-perl *
You will get with liblocale-subcountry-perl package name, version, architecture and description in a table
